The Ministry of Local Government and Rural Development did not need waste bins at a time it awarded a contract to procure one million waste bins under a certificate of emergency.

Investigations at metropolitan, municipal and district assemblies across all ten regions of Ghana reveals waste bins procured by the Local Government Ministry for distribution two years ago are still wasting away in the sun at many assemblies.

On Monday, Joy News broke the news about how a waste bins contract awarded to the Jospong Group of Companies has been inflated by at least GH¢130 million.

A nine-month long investigation into the contract points to a deliberate ploy to defraud the state through the district assemblies.

At the Biakoye District Assembly in the Volta Region, for instance, the distribution of some 350 waste bins to government agencies many months ago had not been completed. Only 70 waste bins had been given to the government agencies.

Also, at the Tema Metropolitan Assembly, the waste bins procured by the Local Government Ministry were in the open, exposed to the elements of the weather.

Furthermore, in the Upper West Region, waste bins procured two years ago had been engulfed with overgrown weeds at the old residence of Regional Coordinating Council in the regional capital, Wa.

At least 500 waste bins have been destroyed due to the long exposure to the sun.

"I think it is this weather, when the sun scorches it a little then you see that it will crack," said the Wa Municipal Environmental Health Officer, George Arthur.
