Sector Minister Isaac Asiamah says an audit committee at the ministry is looking into the contract
The Sports Ministry says it has commenced investigations into some $526,000 spent on the preparation of an African Cup of Nations (AFCON) bid document to CAF in 2015.
The deal captured in the Auditor General’s report, however, noted the contract was awarded through sole sourcing without the approval from Public Procurement Authority (PPA).
According to the report, RICS Consult belonging to Rex Danquah was sole-sourced for the preparation of the document.
It stated that the sole sourcing of such a contract was in violation of Section 40 of the Public Procurement Act, 2003 (Act 663) which requires procurement entities to seek approval from the Public Procurement Authority before they engage in single source procurement.
The Auditor General noted that the Ministry's engagement of RICS Consult Limited was without prior approval from the Public Procurement Authority.
The Ministry could not also provide the Auditor General with the contract documents awarding RICS Consult Limited the consulting services, the report said.
Enraged by the revelation, sector Minister Isaac Asiamah says an audit committee at the ministry is looking into the contract.
He was speaking to Joy News at the Flagstaff House Wednesday when he led a delegation from GHALCA and National Sports Authority (NSA) to present the president’s cup to the Vice President Dr Mahamudu Bawumia.
“We have inaugurated our audit committee and we have tasked them to look into all these matters and report to me so that when I meet the Public Accounts Committee I can speak to it,” he said.
He said he has also asked the committee to get all those involved in the “financial indiscipline” reported so an action is taken against them.
Regarding timelines, Mr Asiamah explained, “as a standing committee from every ministry, their job is to continue working” and also as a professional body they need their independence to work.
“Their mandate is to go over all audit reports, queries and outstanding audit issues so I can get a report and furnish Parliament,” he told Joy News' Latif Iddrisu.
